A recent CNN article found here quotes as follows:

QUOTE

The vice president said he expected the war would end during President Bush's second term, which ends in 2009.

"I think we may well have some kind of presence there over a period of time," Cheney said. "The level of activity that we see today from a military standpoint, I think, will clearly decline. I think they're in the last throes, if you will, of the insurgency."


Such a statement seems counter to other headlines such as this one found today.

Suicide car bombs kill 16 in Iraq



With Bush's poll numbers reaching their lowest point and 2009 being the end of his term I wonder:

Is 2009 a feasible time for the end of the war or this just an expedient date for Bush?

Is the insurgency really in its "last throes"? What leads you to believe that?

What conditions do you think would have to exist in 2009 in order for us to leave Iraq successfully?

What do you consider to be "success in Iraq"?
