Much of the attacks on troops in Iraq has been credited to "Saddam loyalists." What I can't figure out is why in the world anyone would (still?) be loyal to someone who is condemned pretty much everywhere in the world as being an evil person. Saddam isn't in power anymore, so there's no threat of him coming to your house late one night with henchmen and asking you why you weren't at the last Saddam Pep Rally. If they have no reason to fear him anymore, then what in the world would be their justifications for remaining loyal???
