Our small town (13,000) is in the process of bonding a new school.

But there asking for big bux $67,000,000 for a 1000 student school.

It impacts some small businesses as a twelve per cent tax.

It impacts farms greatly due to there large amouts of land.

My question is $183.00 a square foot realistic for the cost of a school?

This is too complex a question to answer here. It is really a matter of bureaucracy.
I have never seen a town or state department manage to run a program cheapoly and effectively. Schools tend to be more expensive than other buildings, I think, because the cost includes furnishing (computers, desks, educational supplies, copy machines possibly?)

Invariably they end up cutting parts of the plan:
I have seen situations where they had to cut air conditioning to parts of the building, removed plans for a pool, cut the size of an addition by three feet (thereby shrinking the rooms), etc...

Just make sure they are paying someone from the town to be a site manager to ensure that you get exactly what you pay for. Otherwise contractors WILL cut corners.
