Republicans seem to be masters at mounting smear campains and changing campains from whose right and whose wrong, to whose good and whose bad.
We saw John Kerry shot down, by making his service a bad thing, and misrepresenting his Iraq war views (John Kerry and other democrats, voted against the appropiations bill, because they wanted it to be paid by taxes rather debt. I suspect John Kerry didn't say this during the campaign, because it would have been against his PC strategy to mention himself advocating a tax hike). Republican flip flop slogans even got bought by some democrats.
The 2004 election is merely one example out of many, but lets get to the main question:
Why are Republicans both more prolific and more proficient smear attackers then Democrats?

I think the smear, and misdirection came from two sources. First was the late Lee Atwater and now his protégé Karl Rove.

Rove refined Atwater’s “art” and turned it against fellow Republican, John McCain, in the 2000 South Carolina Primary.

Then there's the campaign against triple amputee Max Cleland by the Saxbe Chambliss campaign in 2002 Georgia U. S. Senate campaign.

Then, of course, there is the ongoing investigation into the CIA leak.
Atwater and Rove about tell it all—smear, fear, misinformation, changing the subject, creating illusions, clever diversions, smoke-and-mirrors, setting up straw men. These guys had it down pat.
The misdeeds of these two would fill a large city's municipal trash dump. We'll never know the whole story.

simple first and foremost follow the money. Many spoiled kids who inherited their fortunes, Wal-Mart kids, Olin, Scaife, Coors, Lord Black, Hunts, T Boone Pickens et al. . Follow the money, why do energy Exxon, Enron, pharmaceutical, et al, 99% of large corporations not advertise on Air America Radio? think what you can do with world record profits, with tax cuts. Buy more media for one.
Karl Rove, Lee Atwater et al wrote the book. these are actual heros to the republican party for dirty tactics not for taking the high road.
Organization; read the book "Blinded by The Right" he is a former republican big wig propagandist. He spills the beans on his propaganda style that his friends used or helped him with; friends like Rush, Newt, Supreme court Clarence Thomas, judge silberman, Rev Moon, Richard Mellon Scaife and on and on. Organization, Olin put all his inheritance to fund the republican takeover of the US to the tune of 350 million plus about starting 20 years ago.
