Or is he seeing if he can start an incident?

I think he is just doing this to star something. And to see how far americans will go, maby even to divert our path away from Saddam. South korea can easily defeat this, and thats why they need US troops to be there, they have a good military but they need the US help. From what i hear was that they had 2 planes ( S.kOREA ) and missles ready to fire and attack... I will read the article then reply further

This is nothing more than typical North Korean sabre rattling. One must remember that border clashes, and North Korean intrusions into South Korean territory are nothing new. They have been happening since the end of the Korean War. I don't think the North really wants war right now either, despite all their rhetoric. They know that the United States military has it's hands full with Afghanistan and Iraq. They are pushing the envelope, hoping to get concessions from the U.S...basically acceptance of their nuclear program.

I don't think it is any more than that, as Kim Jong Il would have to be completely bereft of reason to think he can withstand another Korean conflict. North Korea is being kept afloat by foreign food shipments, without which the nation would starve. The shipments would stop if he were to attack across the 38th parallel. Such an attack would also be condemned by the international community, and unlike Iraq, America would have the support of the UN Security Council, as well as allies, in defending South Korea.
