I was reading Al-Jazeera's english website and ran across an article about the new Hamas govt money woe's.

I have personally been affected by a flood in the near past, which caused extensive damage to my condo. I lost two cars, tv, washer/dyer, clothes, dishwasher, fridge, couches.... and alot more. If it were not for FEMA I would have been royally up the creek without a paddle. They provided me with enough money to replace alot of my contents, buy a new (used) car and we are still waiting to find out what exactly will happen with the condo but (hopefully) it seems to look like we will implement the federal mitigation grant program, which basically pays you the pre-flood fair market value of the condo (around $90,000).

That said, many people and governments begin to rely on simular type of assistance as a means of sustaining the system or their life.

Does Humanitarian Aid ever begin to become harmful? If so what type of system would you impliment to ensure that it doesn't?

note : I realize that some of this money may not be classified as "Humanitarian Aid" but just for arguement's sake and simplicity im summing it up as such.
