I have to give credit to Victoria Silverwolf's
Fulton County split thread for inspiring this topic. I was struck that Fulton county had the population greater than that of six states.

In my own state,
nine counties have a population of less than 1,000. 7 counties
rank in the top 15 in regards to being the smallest in the nation. To me, the idea of county merging holds great promise. You have the ability to streamline services, reduce the tax burden for essential services such as fire, EMT, social services, and county offices. It is due to this highly brilliant insight that I've created:
Nebraska29's handy-dandy, fantastico, uber-brilliant county merger plan.The bill would read:
Counties are to merge when; (1)Two or more counties are contiguous, and when each individual county possesses a population of less than 2,000 according to census findings; (2)Mergers that occur cannot be greater than 20,000 square miles.
