It might be a good idea to consider rephrasing the questions for debate . . .
1. Is it just me, or has Virginia Beach and the entire State of Virginia gone "round the bend" with their buck passing regarding why Alfredo Ramos was not deported after his first DUI? Well, first of all, driving under the influence, even if nobody is hurt and there is no property damage, is a very serious offense and should be treated as such. The real question is why
anybody, native-born citizen or legal immigrant or illegal immigrant, with such a violation was treated so leniently.
As to the direct question, I'm not sure if this is so much a matter of "passing the buck" as a failure of co-ordination between local officials and federal officials.

2. The killing of these two teenagers is a tragedy! We have enough American citizens who drive drunk and kill us, why are we exercising so much patience with illegal individuals who come into our country and commit horrible crimes?I don't know if we have patience with those who commit horrible crimes, but "we" (the system) do seem to have patience with those who remain under the radar. It's a difficult problem to fix, when the labor of illegal immigrants is so useful to so many businesses. No, I don't think American is under attack by a swarm of dangerous criminals; but the system for dealing with illegal immigrants could certainly be better.
