Some of our leaders in Washington have determined that its time for another round of reparations. This time, the targets of DC's benificence are the gentle folk of Guam. Kindly peruse the linked legislation introduced into the House prior to answering the questions below.

Guam World War II Loyalty Recognition Act

Wait a minute.... didn't the US liberate Guam from the Japanese? Am I remembering this incorrectly? Why would the US pay reparations?

Now look I have nothing against the folks of Guam but why does the US need to give them any money? This is not a reason for payment:
