I don't understand what your asking? Are you asking will it stop any attack?

If so, then no. The ultimatum is simply a deceleration of intent. I don't think Saddam Hussein is going to back down because he cannot. He has been cornered for months and has no where to go, and the only reason the attack did not take place a month ago is because the other UN security council members opposed the American initiative.

What do you mean cornered? He could have:
1.) Complied with UN resoultions.
2.) Went in to exile.

At any point during this twelve-year process.

I think the Azores conference will provide a voice for the call to war in an undiluted manner. It has to be declared from somewhere, and it isn't going to happen in the UN right now.

Well he's a military dictator, and I think losing his big weapons would spell and end to him. I don't think his mind could allow any climb down. So when I say he is a corner, I mean in his mind he has no where to go.
For a man like that, exile is simply not an option.

Not to mention the fact that the world collectively has been dithering about enforcing the agreement that ended the Gulf War. I'm sure he can't actually believe that anyone is going to try and enforce it now, after 12 years of letting him skirt his responsibilities.
