Man gets 20 years in sperm syringe case

After John Goff's stepdaughter was raped, he and his wife, Narda, campaigned to change the law.

Today, John was sentenced to 20 years under the exact same law for impregnating his stepdaughter with a syringe.

This is a horrible story.

Recognizing that I only know the vague details provided in the AP story, I have to wonder why he was sentenced to 20 years instead of the 25 years he faced. I also wonder why the wife was only sentenced to 3 years.
