I just came across this interesting article

What sort of case can be made to "terminate" third party satellite jamming systems that are interfering with international broadcasting? Consider the scenario contained within the article: The National Iranian Television Network, owned and operated by Iranian exiles living in Los Angeles, is being jammed by
Cuba, apparently at the behest of the Mullahs.
Do we send in Fletch/Flint/Bond/Bourne/Remo to destroy the jamming source? Mayhap a flight of F-117s or B-2s? What does international law say about this? If the exiles take it upon themselve to "clean up the signal", do we turn them over to Cuba?

(p.s. The "Goldeneye" facility from the Bond movie of the same name was, I believe, located in Cuba. Coinkidink? I think not.
