I don't believe they should. I believe that children should be entitled to be free from the mind enslaving practices of advertising. Thus to maintain a free society, we have to outlaw advertising to children.
I'm not entirely sure that a free society hinges on freedom from advertising. If we use that standard, then what is our reasoning for allowing advertising to adults? Certainly, products designed for children should be allowed to direct advertising towards children. Most companies that do not have products intended for children are actively marketing children. The tragic exceptions here are of course, alcohol and cigarettes and lately more mature video games. But kiddie cereals (i.e. Frosted Flakes, Lucky Charms) kiddie video games (i.e. Mario Bros.) and toy companies should not be restricted from marketing towards children.
