I recently received this e-mail and thought it kind of jived with the direction some other topics on this board have taken.

Dear Roy,

Knowing of your interest in closing corporate tax loopholes, I offer
this update on my efforts. The Internal Revenue Service has finally
taken some steps to identify and prosecute corporate tax cheats.
Unfortunately, the Administration and the House Republican
leadership have not adequately provided the necessary funding or
legislative changes to make these efforts truly successful. A recent
report by former IRS Commissioner Charles O. Rossotti claims
that the agency can only pursue a minority of known tax evaders,
and must settle many due to limited enforcement resources.

The latest manifestation of abusive tax avoidance is corporations
who use a Bermuda mailing address and a loophole in many of our
tax treaties in order to dodge taxes on their income earned in the
U.S. and elsewhere. The House leadership successfully gutted
legislation that I championed to prevent these expatriates from
entering into lucrative government contracts with the proposed
Homeland Security Department. Tax dodgers should not receive
contracts paid with taxpayer dollars. Unfortunately, my legislation
to stop this outrage and close the loophole that allows this abusive
tax avoidance to occur has been consistently opposed by corporate
lobbyists and their House Republican allies.

On November 15, the House leadership ended consideration of any
further legislation until next year, despite having failed to give final
approval to eleven of the thirteen appropriations bills necessary for
federal government operations. Many other legislative priorities,
including measures to close these and other troubling corporate tax
loopholes, were left unaddressed. Please keep me advised of any
federal matters on which I may be of assistance.
