Can this survive in Afganistan?

I think it can. Even though there are still warlords who still use the "Taliban way" of laws, i think observing the Universial Declaration of Human Rights will be easy.

I don't think any part of the Afghan constitution is worth the toilet paper it is written on, as that is how the various warlords will treat it. They will make some showing of solidarity, get thier western funding, and go about thier business as they have for centuries.
