There are many European countries that have a lower drinking age or no drinking age, but they have much higher penalties for drinking and driving. It seems to me that the drinking age in America acts as a sort of "right of passage," and thus encourages kids to drink more excessively during their college years. Do you think that if we lowered the drinking age, and gradually led kids into the "forbidden" world of drinking that they would be more likely to handle it responsibly?
