From The NYTimes:
QUOTE
Nearly a year ago, Ali Kadem Hashem watched his wife burn to death and his three children die after an American missile hit his house.

Last week, he got $5,000 from the United States government and an "I'm sorry" from a young captain.

Thats just a quote, but I suggest you read the entire article.
Questions for debate:
Do you think we should compensate the innocent victims of the war in Iraq?

Do you think that the $5000 and "I'm sorry" is enough?

I think this will bring some goodwill for the US troops, but they are still in mourning and will see this as a "buy out" at first. It's a lot better then doing nothing at all.

I think that our standard of living and their standard of living is a bit different, so not sure that $5000 is the right amount.

But a heartfelt "I'm sorry" from someone in the Army and an offer to provide additional assistance (not necessarily money) to compensate for their loss will go a long way to helping our military's image in the country.

What we are giving the people of Iraq is priceless. One member of the Ruling Council said on NPR the other day that G. Bush will be looked at as one of the greatest heroes in Iraqi history. Saddam may have killed as many as 1,000,000 Iraqis – this includes women and children. No one can put a real value on a human life. The $5,000 will help the family – it seems fair.
