I heard this just for a minute on CNN's Crossfire and I scrounged around the net to find it in print.

Mexico publishes guide to assist border crossers...

Mexico's foreign ministry has created a comic-style guidebook to crossing the U.S. border illegally.

The 32-page book, The Guide for the Mexican Migrant, was published in December by Mexico's Foreign Ministry. Using simple language, the book offers safety information for border crossers, a primer on their legal rights and advice on living unobtrusively in the United States...

"This guide is intended to give you some practical advice that could be of use if you have made the difficult decision to seek new work opportunities outside your country," the book says.


Some have argued that since some have already made the decision to cross, this booklet will save lives. Others claim that this encourages illegal immigration and that this booklet blatantly shows contempt for U.S. Law.

Is this booklet encouraging illegal immigration or is it saving lives?

Is the Mexican government sending a loud signal that they condone illegal immigration?

What should the U.S. government's reaction be?

As best as I can tell from the attached article, the primary message of this "guidebook" seems to be that illegal immigration is going to happen, and that we might as well make it a little less dangerous. To answer your first question, I don't think it is exactly encouraging it as recognizing that it's a reality. Safety seems to be the primary concern.

To answer the second question, I tend to think this is more a matter of looking the other way than sending a loud signal. I suppose your point of view depends on how strongly you oppose illegal immigration. It's not at the top of the list of serious crimes, as far as I am concerned. (I'm talking about typical illegal immigrants out for work.)

I think the USA should pretty much just ignore this.
