I started this because I know that since the USSC has ruled that executing minors is "unconstitutional" that Lee Malvo convicted D.C sniper, killer of 10 people; will no longer get the death penalty because he is 17 and legally too "immature" to know the consequences of his actions.
Questions to debate:
Is it right for Lee Malvo and other convicted underage serial killers to be exempt from the death penalty?
If so, are they at least deserving of life without parole?
