It just so happened that these 2 were in the state of Florida, but my question is should there be tougher laws?
They are not only sex offenders at this point both young girls were killed.
Why are they let out of jail?
Here's a something to consider. What happens when the punishment for sexual assault is about the same as the punishment for murder? The answer is: instead of someone being raped, you get someone who is raped and then killed.
It is important to remember that there are far more people committing crimes (sexual assaults or otherwise) who have never been caught than there are those who have been caught and are repeat offenders. Yet, crime statistics do show a disturbing trend of recitivism amongst ex-convicts.
The key here is that for some crimes longer incarceration times simply don't result in the reduction of those crimes. For sexual predators, the one thing which I believe can work is "shame": registries and what not. Public shaming only works of course when the crime is relatively rare. If it's too frequent, we humans become inured.
